ROT13 or "rotate by 13 places" is a simple encryption technique used for hiding plain text in order to keep confidential data away from prying eyes. It's one of the earliest forms of encryption and was initially used by Julius Caesar to send secret messages from Rome to his generals. ROT13 works by changing each letter of the original text into another letter, which is 13 places further down in the alphabet. For example, the letter 'A' would become 'N' while the letter 'Z' would become 'M'.

A ROT13 decoder is a tool which reverses this process, allowing users to decode an encrypted message that has been encoded using ROT13 back into its original plain text form. This makes it possible for shared secrets between two parties to be kept safe and readable only by those with the correct decoding key.
